Drinking while driving is against driving etiquette and could cause some serious trouble in shape of damaging property and loss of lives. Why do states realize the need of establishing it?

Fast driving or driving a car while having alcohol could cause a severe accident and its result would likely be the loss of lives and damaging property along, which would take a handful of money to have it renovated and repaired.

To Prevent Loss of Lives:

Driving without knowing its rules could cause loss of lives through accidents and other mishaps that one can't envisage. So, in this respect, state realized the need of establishing these rules to reduce the loss of lives that occurred on road accidents.

To Make Society ‘Organized’:

Another requirement of establishing theses rules was to ‘organize’ the society by having the traffic moved on the road in organized manner for the reduction of any mishaps or road accidents.
